October 1, 2026 is the final SFE compliance deadline for Groups 9–12. If you haven't issued an electronic invoice yet, this guide walks you through exactly what it takes — from setup to your first validated, QR-coded invoice delivered to a client.
The good news: it doesn't have to be complicated. The SFE system was designed to be usable, and with the right platform doing the technical heavy lifting (SIAT connections, XML generation, digital signatures), you can be issuing compliant invoices in under 10 minutes.
SFE stands for Sistema de Facturación Electrónica — Bolivia's national electronic invoicing system, administered by SIN (Servicio de Impuestos Nacionales). Under SFE, every invoice you issue must be:
All businesses in Groups 9 through 12 — approximately 27,973 taxpayers. If you're not sure which group you're in, log into the SIN portal with your NIT and check your taxpayer classification. All VAT-registered businesses will eventually be required to use SFE — Groups 9–12 are simply the final wave.
Before you can issue your first SFE invoice, three things need to be in place:
Your NIT is your tax ID and the foundation of everything in Bolivia's tax system. Every invoice you issue must include your NIT and your client's NIT (or CI for individuals). If you don't have a NIT, you need to register with SIN before proceeding — this is a prerequisite, not optional.
You cannot submit invoices to SIN directly through a spreadsheet or PDF. You need software that holds a CUIS (Código Único de Inicio de Sistemas) — a certification from SIN confirming that the platform's SIAT integration has been tested and approved. Any platform without this certification cannot legally submit invoices on your behalf. Always ask providers for their CUIS number.
SFE requires a catalog of the products and services you sell, each with an activity code that maps to SIN's classification system. A good platform will help you set this up during onboarding — it usually takes 5–10 minutes and only needs to be done once.

Bolivia's IVA is 13% embedded in the price — not added on top. If you charge Bs. 100, the IVA component is Bs. 100 ÷ 1.13 × 0.13 = Bs. 11.50, and your net is Bs. 88.50. Generic software almost always calculates this wrong. Contably applies Bolivia's actual formula.
The platform submits your invoice to SIN's SIAT service in real time. SIN validates the XML, checks your NIT and your client's NIT, and returns a reception code (CUFE) in seconds. The invoice is now legally valid.
Your client receives a PDF with the invoice details and an embedded QR code. They can scan it to verify authenticity directly on SIN's portal — this is how they know the invoice is real and not a forgery. Your RCV (Registro de Compras y Ventas) is updated automatically.
Bolivia's SFE system, like any government web service, experiences occasional downtime. For a business that needs to invoice in real time — a restaurant during the lunch rush, a retailer with a queue of customers — this is a serious problem without the right contingency plan.
SFE includes an official offline contingency mode: when the SIAT service is unreachable, authorized platforms can issue contingency invoices locally (with a different code series) for up to 200 invoices. These are uploaded automatically as soon as connectivity is restored and validated retroactively by SIN.
Not all platforms implement contingency mode. Make sure yours does before you need it — finding out during a busy Friday evening that you can't invoice is the wrong time to discover the gap.

Antes de emitir su primera factura SFE, tres cosas deben estar en orden:
Su NIT es su identificación tributaria y el fundamento de todo en el sistema tributario boliviano. Cada factura que emita debe incluir su NIT y el NIT de su cliente (o CI para personas naturales). Si no tiene NIT, debe registrarse con el SIN antes de continuar — esto es un requisito previo, no opcional.
No puede enviar facturas al SIN directamente a través de una planilla o PDF. Necesita un software que tenga un CUIS (Código Único de Inicio de Sistemas) — una certificación del SIN que confirma que la integración SIAT de la plataforma ha sido probada y aprobada. Cualquier plataforma sin esta certificación no puede enviar facturas legalmente en su nombre. Siempre pida a los proveedores su número de CUIS.
El SFE requiere un catálogo de los productos y servicios que vende, cada uno con un código de actividad que se corresponde con el sistema de clasificación del SIN. Una buena plataforma le ayudará a configurarlo durante la incorporación — normalmente toma de 5 a 10 minutos y solo hay que hacerlo una vez.

El sistema SFE de Bolivia, como cualquier servicio web gubernamental, experimenta interrupciones ocasionales. Para un negocio que necesita facturar en tiempo real — un restaurante en el almuerzo, un comercio con fila de clientes — esto es un problema serio sin el plan de contingencia correcto.
El SFE incluye un modo oficial de contingencia sin conexión: cuando el servicio SIAT no está disponible, las plataformas autorizadas pueden emitir facturas de contingencia localmente (con una serie de códigos diferente) para hasta 200 facturas. Estas se cargan automáticamente en cuanto se restablece la conexión y son validadas retroactivamente por el SIN.
No todas las plataformas implementan el modo de contingencia. Asegúrese de que la suya lo haga antes de necesitarlo — descubrirlo durante un viernes ocupado es el peor momento para encontrar esa brecha.
