How to Issue Your First SFE Invoice: A Step-by-Step Guide

From NIT setup to your first SIN-validated, QR-coded invoice — everything a Bolivian business owner needs to know to get SFE-compliant fast.

October 1, 2026 is the final SFE compliance deadline for Groups 9–12. If you haven't issued an electronic invoice yet, this guide walks you through exactly what it takes — from setup to your first validated, QR-coded invoice delivered to a client.

1. What Is SFE and Who Needs It

SFE stands for Sistema de Facturación Electrónica — Bolivia's national electronic invoicing system, administered by SIN (Servicio de Impuestos Nacionales). Under SFE, every invoice you issue must be:

All VAT-registered businesses will eventually be required to use SFE — Groups 9–12 are simply the final wave.

2. What You Need Before You Start

Before you can issue your first SFE invoice, three things need to be in place:

Your NIT (Número de Identificación Tributaria)

Your NIT is your tax ID and the foundation of everything in Bolivia's tax system. Every invoice you issue must include your NIT and your client's NIT (or CI for individuals). If you don't have a NIT, you need to register with SIN before proceeding — this is a prerequisite, not optional.

An SFE-certified software platform

You cannot submit invoices to SIN directly through a spreadsheet or PDF. You need software that holds a CUIS (Código Único de Inicio de Sistemas) — a certification from SIN confirming that the platform's SIAT integration has been tested and approved. Any platform without this certification cannot legally submit invoices on your behalf. Always ask providers for their CUIS number.

Your business catalog

SFE requires a catalog of the products and services you sell, each with an activity code that maps to SIN's classification system. A good platform will help you set this up during onboarding — it usually takes 5–10 minutes and only needs to be done once.

3. Step-by-Step: Issuing Your First Invoice

Step 1 — Enter your NIT and business details

The platform validates your NIT against SIN's live database and pulls your registered business name, address, and economic activity automatically. You confirm the details and set your invoice series (usually starting at 001).

Step 2 — Sync your daily authorization code (CUFD)

SFE requires a fresh CUFD (Código Único de Facturación Diaria) each business day. Think of it as your daily permission slip from SIN to issue invoices. A good platform fetches this automatically every morning — you never have to think about it.

Step 3 — Create your invoice

Fill in your client's NIT (or CI), the items or services, and the amounts. The platform calculates IVA automatically using Bolivia's embedded-price method (dividing by 1.13, not multiplying). You review the totals and confirm.

Step 4 — Submit and receive validation

5. Offline Mode: What Happens When SIN Is Down

Bolivia's SFE system, like any government web service, experiences occasional downtime. For a business that needs to invoice in real time — a restaurant during the lunch rush, a retailer with a queue of customers — this is a serious problem without the right contingency plan.

SFE includes an official offline contingency mode: when the SIAT service is unreachable, authorized platforms can issue contingency invoices locally (with a different code series) for up to 200 invoices. These are uploaded automatically as soon as connectivity is restored and validated retroactively by SIN.

Not all platforms implement contingency mode. Make sure yours does before you need it — finding out during a busy Friday evening that you can't invoice is the wrong time to discover the gap.

1. Qué Es el SFE y Quién lo Necesita

SFE significa Sistema de Facturación Electrónica — el sistema nacional de facturación electrónica de Bolivia, administrado por el SIN (Servicio de Impuestos Nacionales). Bajo el SFE, cada factura que usted emite debe:

2. Qué Necesita Antes de Empezar

Antes de emitir su primera factura SFE, tres cosas deben estar en orden:

Su NIT (Número de Identificación Tributaria)

Su NIT es su identificación tributaria y el fundamento de todo en el sistema tributario boliviano. Cada factura que emita debe incluir su NIT y el NIT de su cliente (o CI para personas naturales). Si no tiene NIT, debe registrarse con el SIN antes de continuar — esto es un requisito previo, no opcional.

No puede enviar facturas al SIN directamente a través de una planilla o PDF. Necesita un software que tenga un CUIS (Código Único de Inicio de Sistemas) — una certificación del SIN que confirma que la integración SIAT de la plataforma ha sido probada y aprobada. Paso 1 — Ingrese su NIT y los datos del negocio

Complete el NIT de su cliente (o CI), los artículos o servicios y los montos. La plataforma calcula el IVA automáticamente usando el método de precio incluido de Bolivia (dividiendo entre 1,13, no multiplicando). Usted revisa los totales y confirma.

El IVA del 13% en Bolivia está incluido en el precio — no se agrega encima. Si cobra Bs. 100, el componente del IVA es Bs. 100 ÷ 1,13 × 0,13 = Bs. 11,50, y su neto es Bs. 88,50. El software genérico casi siempre calcula esto mal. Contably aplica la fórmula real de Bolivia.

Paso 4 — Envíe y reciba la validación

5. Modo Sin Conexión: Qué Ocurre Cuando el SIN Falla

El sistema SFE de Bolivia, como cualquier servicio web gubernamental, experimenta interrupciones ocasionales. Para un negocio que necesita facturar en tiempo real — un restaurante en el almuerzo, un comercio con fila de clientes — esto es un problema serio sin el plan de contingencia correcto.

El SFE incluye un modo oficial de contingencia sin conexión: cuando el servicio SIAT no está disponible, las plataformas autorizadas pueden emitir facturas de contingencia localmente (con una serie de códigos diferente) para hasta 200 facturas. Estas se cargan automáticamente en cuanto se restablece la conexión y son validadas retroactivamente por el SIN.

No todas las plataformas implementan el modo de contingencia. Asegúrese de que la suya lo haga antes de necesitarlo — descubrirlo durante un viernes ocupado es el peor momento para encontrar esa brecha.
