Every VAT-registered business in Bolivia is required to maintain a Registro de Compras y Ventas — a monthly log of every purchase and sale that forms the basis of your IVA declaration. It must be submitted to SIN by the 9th of the following month. Miss it, and you face late fees. Get it wrong, and you face audits.
For most Bolivian SMEs, the RCV has historically been a pain point: compiled manually from paper invoices, prone to errors, and often submitted late. The SFE mandate is changing that — when invoices flow through a digital system in real time, the RCV can fill itself. Here's everything you need to know.
The RCV (Registro de Compras y Ventas) is Bolivia's equivalent of a VAT ledger. It has two sides:
The difference between your IVA debit (sales) and IVA credit (purchases) is what you actually owe SIN — or what SIN owes you if your credits exceed your debits in a given month.
You sell Bs. 10,000 of services in a month. IVA collected: Bs. 1,150 (÷1.13 × 0.13). You bought Bs. 4,000 of supplies. IVA credit: Bs. 460. Net IVA owed to SIN: Bs. 690. The RCV is the document that makes this calculation auditable.
Every line must match the actual invoice exactly. Discrepancies between what's in your RCV and what SIN has in its system (for SFE invoices, they see everything in real time) trigger automatic flags for review.
The RCV for month M must be submitted to SIN by the 9th of month M+1. So your January RCV is due February 9th. Your July RCV is due August 9th. There are no exceptions and no grace period — late submission triggers immediate penalties under Bolivia's Tax Code (Law 2492).
Failing to submit your RCV on time results in automatic fines calculated as a percentage of the tax owed, plus interest. Repeated late submissions put your NIT at risk. SIN's systems now flag late filings automatically — there's no hiding it and no negotiating the deadline after the fact.

Cada línea debe coincidir exactamente con la factura real. Las discrepancias entre lo que está en su RCV y lo que el SIN tiene en su sistema (para facturas SFE, ven todo en tiempo real) generan alertas automáticas de revisión.
El RCV del mes M debe presentarse al SIN antes del día 9 del mes M+1. Entonces su RCV de enero vence el 9 de febrero. Su RCV de julio vence el 9 de agosto. No hay excepciones ni período de gracia — la presentación tardía genera penalidades inmediatas bajo el Código Tributario de Bolivia (Ley 2492).
No presentar su RCV a tiempo resulta en multas automáticas calculadas como porcentaje del impuesto adeudado, más intereses. Las presentaciones tardías repetidas ponen en riesgo su NIT. Los sistemas del SIN ahora detectan las presentaciones tardías automáticamente — no hay forma de ocultarlo ni de negociar la fecha límite después del hecho.
Para negocios con picos estacionales — un restaurante en enero tras las fiestas, un comercio después de las ventas de fin de año — el día 9 puede sentirse imposiblemente ajustado si está compilando el RCV manualmente. La automatización elimina este problema por completo.

El llenado automatizado del RCV funciona diferente: cada factura que emite vía SFE se agrega automáticamente a su registro de Ventas en el momento de emisión. Cada factura de proveedor que registra (o que llega digitalmente) llena su registro de Compras. Al final del mes, el RCV ya está completo — no es algo que construye el día 8 mientras entra en pánico por el plazo.
La obligatoriedad del SFE no solo cambia cómo emite facturas — transforma fundamentalmente el proceso del RCV. Aquí está el motivo:
Bajo el SFE, cada factura que emite se envía al SIN en tiempo real y se le asigna un CUFE único. El SIN tiene un registro completo de cada venta que ha realizado en el momento en que se emite la factura. Cuando presenta su RCV, el SIN lo compara contra su base de datos en tiempo real. Cualquier discrepancia se marca de inmediato.
Esto es en realidad una buena noticia para los negocios que usan una plataforma SFE apropiada — porque si su plataforma llena automáticamente su RCV con cada factura al momento de emisión, su RCV y los registros del SIN siempre coincidirán. El riesgo de penalidades por discrepancias cae a casi cero.
Es una mala noticia para los negocios que intentan mantener un RCV manual mientras usan el SFE — porque los registros del SIN son siempre más completos y más precisos que cualquier cosa compilada después del hecho. La brecha entre los datos del SIN y un RCV manual es donde comienzan las auditorías.
