Electronic Invoicing for Restaurants in Bolivia: The Complete SFE Guide

Split bills, tips, delivery apps, and 200 transactions a day — restaurants have unique SFE challenges. Here's how to handle every one of them correctly and avoid costly fines.

Bolivia's SFE (Sistema de Facturación Electrónica) mandate covers every registered business — including the 40,000+ restaurants, cafés, and food-service operations across the country. But while a consulting firm might issue 20 invoices a month, a mid-sized restaurant might issue 200 in a single day.

That volume, combined with the informal nature of many restaurant transactions — split bills, cash tips, last-minute order changes — creates compliance headaches that general SFE guides don't address. This post does.

1. Why Restaurants Face Unique SFE Challenges

Most SFE guidance is written for service businesses with predictable, clearly scoped transactions. Restaurants are different in three key ways.

Volume. Each table is a separate taxable transaction. A restaurant with 30 tables, two seatings, and lunch and dinner service could generate 120+ invoices per day. Every one of them must be SFE-compliant — QR code, digital signature, SIN validation.

Informality. Customers pay with cash, split bills four ways, add or remove items after ordering, and sometimes leave without asking for an invoice. The law still requires you to issue one — the obligation falls on the seller, not the buyer.

Third-party complexity. If you operate on PedidosYa, Rappi, or any delivery platform, you are issuing invoices to an intermediary, not directly to the end customer. The tax treatment differs from a table sale.

⚠️ Common misunderstanding

Many restaurant owners believe they only need to issue an invoice when the customer asks. This is incorrect. Bolivia's tax code requires you to issue an electronic invoice for every sale, regardless of whether the customer requests it. Failure to do so exposes you to sanctions from the SIN.

2. Every Transaction Type That Requires an Invoice

Here's a complete list of what triggers an SFE invoicing obligation in a food-service context:

Sales to final consumers below Bs. 5 are technically exempt from invoicing, but this threshold is so low that it practically covers nothing in a modern restaurant. When in doubt, issue the invoice.

3. How to Handle Split Bills and Group Tables

A table of six decides to split the bill four ways. What do you do? Under SFE rules, you have two valid options.

Option A: Issue one invoice to one person. If the group nominates a payer, issue a single invoice to that person. They can claim IVA credit on the full amount if they provide their NIT.

Option B: Issue separate invoices per payer. If customers want to pay individually, issue separate invoices for each person's portion. Each invoice must be complete and SIN-validated — you cannot issue a partial note or a hand-written receipt for the remainder.

The key rule: every boliviano that leaves your register must be covered by a valid electronic invoice. There is no "split receipt" workaround in the SFE system.

What about table modifications?

If a customer adds a dish or removes an item after the initial order is placed but before the invoice is issued, simply update the order in your POS — the invoice will reflect the final amount. If an invoice has already been issued and a return or cancellation is needed, you must issue a nota de crédito electrónica to reverse it. You cannot simply void or delete an issued invoice.

4. Delivery Apps, QR Orders, and Third-Party Platforms

This is the most legally complex area for restaurants. When you sell through PedidosYa, Rappi, or a similar platform, the platform may or may not be acting as a fiscal intermediary.

If the platform collects payment and remits to you: The platform is typically the buyer of record for invoicing purposes. You issue an invoice to the platform's NIT (not the end customer's), and the platform handles final-consumer receipts on its end.

If you collect payment directly: The end customer is the buyer. You issue the invoice directly to them, or to "Sin NIT / Consumidor Final" if they don't provide a NIT.

Contact each delivery platform you use and ask for their NIT and invoicing preference in writing. Most major platforms operating in Bolivia have a documented process. Keep that documentation on file — you may need it in a SIN audit.

5. Tips, Service Charges, and What to Do With Them

Bolivia does not have a standardized legal framework for restaurant tips the way some countries do, but the tax treatment is fairly clear in practice.

Voluntary tips left in cash: Not subject to IVA. They are not part of the commercial transaction. Do not include them in the invoice total.

Mandatory service charges added to the bill (e.g., "10% service"): These are part of the commercial transaction and must be included in the invoice amount. IVA applies to the full total including the service charge.

Tips added to card payments: If the tip is processed through your POS as a separate line item added after the sale total, consult with your SFE provider about how their system handles it. Many systems require a separate invoice or note for the tip portion when it's processed electronically.

6. Setting Up Your Restaurant for SFE Compliance

Getting your restaurant SFE-ready is a one-time setup process. Here's what it involves:

  1. Register with SIN and obtain your NIT if you haven't already. Restaurant operators must register under the food and beverage activity code.

  3. Configure your product catalog. Set up your menu items with the correct tax codes. Most food and beverage items fall under standard IVA, but some categories (e.g., water, certain staples) may differ — verify with your accountant.

  5. Test before going live. Most SFE systems offer a test environment. Run a full day's worth of simulated transactions before switching on live invoicing.

1. Por Qué los Restaurantes Enfrentan Desafíos Únicos con el SFE

La mayoría de las guías del SFE están escritas para empresas de servicios con transacciones predecibles y claramente delimitadas. Los restaurantes son diferentes en tres aspectos clave.

Volumen. Cada mesa es una transacción gravable separada. Un restaurante con 30 mesas, dos turnos y servicios de almuerzo y cena podría generar más de 120 facturas por día. Cada una de ellas debe cumplir con el SFE — código QR, firma digital, validación SIN.

Informalidad. Los clientes pagan en efectivo, dividen la cuenta cuatro formas, agregan o quitan ítems después de ordenar, y a veces se van sin pedir factura. La ley igual requiere que emitas una — la obligación recae en el vendedor, no en el comprador.

Complejidad de terceros. Si operas en PedidosYa, Rappi u otra plataforma de delivery, estás emitiendo facturas a un intermediario, no directamente al cliente final. El tratamiento tributario difiere de una venta en mesa.

⚠️ Malentendido frecuente

Muchos dueños de restaurantes creen que solo deben emitir factura cuando el cliente la pide. Esto es incorrecto. El código tributario boliviano exige emitir una factura electrónica por cada venta, independientemente de si el cliente la solicita. No hacerlo te expone a sanciones del SIN.

2. Cada Tipo de Transacción que Requiere Factura

Aquí una lista completa de lo que genera obligación de facturar con el SFE en gastronomía:

✅ Qué está exento

Las ventas a consumidores finales por debajo de Bs. 5 están técnicamente exentas de facturación, pero este umbral es tan bajo que prácticamente no cubre nada en un restaurante moderno. Ante la duda, emite la factura.

3. Cómo Manejar Cuentas Divididas y Mesas Grupales

Una mesa de seis decide dividir la cuenta en cuatro. ¿Qué haces? Bajo las reglas del SFE, tienes dos opciones válidas.

Opción A: Emitir una factura a una persona. Si el grupo nombra a un pagador, emite una sola factura a esa persona. Pueden reclamar el crédito fiscal del IVA sobre el monto total si proporcionan su NIT.

Opción B: Emitir facturas separadas por pagador. Si los clientes quieren pagar individualmente, emite facturas separadas por la porción de cada persona. Cada factura debe estar completa y validada por el SIN — no puedes emitir una nota parcial o recibo manual por el resto.

La regla clave: cada boliviano que salga de tu caja debe estar cubierto por una factura electrónica válida. No existe un "comprobante parcial" permitido en el sistema SFE.

¿Qué pasa con las modificaciones de pedidos?

Si un cliente agrega un plato o quita un ítem después de hacer el pedido pero antes de emitir la factura, simplemente actualiza el pedido en tu POS — la factura reflejará el monto final. Si ya se emitió una factura y se necesita una devolución o cancelación, debes emitir una nota de crédito electrónica para revertirla. No puedes simplemente anular o borrar una factura ya emitida.

4. Apps de Delivery, Pedidos QR y Plataformas de Terceros

Este es el área legalmente más compleja para los restaurantes. Cuando vendes a través de PedidosYa, Rappi u otra plataforma, la plataforma puede o no actuar como intermediario fiscal.

Si la plataforma cobra el pago y te lo remite: La plataforma suele ser el comprador registrado para efectos de facturación. Emites la factura al NIT de la plataforma (no al del cliente final), y la plataforma maneja los comprobantes al consumidor final por su cuenta.

Si tú cobras el pago directamente: El cliente final es el comprador. Emites la factura directamente a él, o a "Sin NIT / Consumidor Final" si no proporciona un NIT.

💡 Buena práctica

Contacta a cada plataforma de delivery que uses y solicita su NIT y preferencia de facturación por escrito. La mayoría de las grandes plataformas que operan en Bolivia tienen un proceso documentado. Guarda esa documentación — puede que la necesites en una auditoría del SIN.

5. Propinas, Cargos por Servicio y Cómo Tratarlos

Bolivia no tiene un marco legal estandarizado para las propinas en restaurantes como algunos países, pero el tratamiento tributario es bastante claro en la práctica.

Propinas voluntarias dejadas en efectivo: No están sujetas al IVA. No forman parte de la transacción comercial. No las incluyas en el total de la factura.

Cargos por servicio obligatorios agregados a la cuenta (p.ej., "10% de servicio"): Son parte de la transacción comercial y deben incluirse en el monto de la factura. El IVA se aplica al total completo, incluido el cargo por servicio.

Propinas agregadas a pagos con tarjeta: Si la propina se procesa a través de tu POS como una línea separada después del total de la venta, consulta con tu proveedor SFE cómo maneja su sistema esa situación. Muchos sistemas requieren una factura o nota separada para la propina cuando se procesa electrónicamente.

6. Cómo Preparar Tu Restaurante para el Cumplimiento SFE

Preparar tu restaurante para el SFE es un proceso de configuración por única vez. Esto es lo que implica:

  1. Regístrate en el SIN y obtén tu NIT si aún no lo tienes. Los operadores de restaurantes deben registrarse bajo el código de actividad de alimentos y bebidas.
