Bolivia's Sistema de Facturación Electrónica (SFE) was designed primarily with the single-location business in mind: a retailer, a consultora, a restaurant. Distributors don't fit that model neatly.
A typical distribuidora in Bolivia might have 5–15 sales routes operating simultaneously, each driver visiting 30–60 clients per day and closing sales on the spot. Each of those transactions requires a valid SFE invoice in real time. Meanwhile, the products being sold may span multiple categories, some exempt from IVA and others not. The client might be a formal business requiring their NIT on the invoice, or an informal corner store that takes a generic consumer invoice.
Managing all of this manually — or through a system not built for distribution — leads to missed invoices, incorrect NIT numbers, and compliance gaps that accumulate quietly until a tax inspection arrives.

The SIN's bulk submission system allows validated invoice data to be uploaded in structured files rather than one at a time.
