Consultoras bill for time, expertise, and results — not products. That makes invoicing in Bolivia's SFE system different, and the IT tax treatment something most consultants get wrong.
Bolivia's SFE (Sistema de Facturación Electrónica) applies to all businesses and independent professionals who generate taxable income — including consultoras, law firms, engineering firms, IT agencies, marketing firms, and any other service-based business registered with the SIN.
Unlike product-based businesses, consulting firms don't have inventory to track or physical goods to deliver. But every billable engagement — a strategy project, a legal retainer, an IT implementation — requires a valid SFE invoice. The absence of physical goods doesn't exempt you from the invoicing obligation.
Some independent consultants believe they only need to invoice when they feel like it, or that small payments between individuals don't require SFE invoices. Wrong. If you're registered with the SIN as a professional or business, every payment for services rendered must be invoiced through the SFE system.
The Impuesto a las Transacciones (IT) is Bolivia's 3% transaction tax on gross revenue. For consultoras, this is one of the most commonly misunderstood obligations.
IT applies to the gross value of the invoice — before any deductions. If you bill Bs. 10,000 for a consulting project, you owe Bs. 300 in IT, declared and paid monthly via Form 400.
The important nuance: IT can be offset by IUE (Impuesto sobre las Utilidades de las Empresas) credits paid throughout the year. When you pay IUE at year-end, the IT you paid during the year serves as an advance credit. This means you don't actually pay both — but you must pay IT monthly and reconcile at year-end.
IVA at 13% applies to most services in Bolivia, including professional consulting fees. Unlike goods — where IVA is embedded in the price — for services, the IVA calculation works the same way: the 13% is already included in the amount you charge, not added on top.
This means if you quote a client Bs. 10,000 for a project, your IVA portion is already inside that figure:
You declare the Bs. 1,150 IVA on your monthly Form 200, offset by any IVA credit from your own purchases (office supplies, software subscriptions, subcontractors who invoiced you).
Every invoice you receive from a supplier — your accountant, your cloud software, your co-working space — generates IVA credit you can offset against the IVA you collect from clients. Keep every invoice from every supplier. For a lean consultora, this can reduce your net IVA obligation significantly.
A properly structured SFE invoice for a consulting engagement must include:
Bolivia's tax rules require you to invoice at the moment a service is rendered or a payment obligation is triggered — not when you feel like it, and not retroactively at year-end. For consulting firms, this creates a practical question: when exactly is a service "rendered"?
The practical answers:
Build your invoicing schedule into your engagement contracts. State explicitly: "Invoice issued on the 1st of each month for retainer services" or "Invoice issued within 5 business days of milestone sign-off." This protects you legally and keeps your tax obligations predictable.

Algunos consultores independientes creen que solo necesitan facturar cuando quieren, o que los pagos pequeños entre personas no requieren facturas SFE. Incorrecto. Si estás registrado ante el SIN como profesional o empresa, cada pago por servicios prestados debe facturarse a través del sistema SFE.
El Impuesto a las Transacciones (IT) es el impuesto boliviano del 3% sobre los ingresos brutos. Para las consultoras, esta es una de las obligaciones más frecuentemente mal entendidas.
El IT aplica sobre el valor bruto de la factura — antes de cualquier deducción. Si facturas Bs. 10.000 por un proyecto de consultoría, debes Bs. 300 de IT, declarados y pagados mensualmente mediante el Formulario 400.
El matiz importante: el IT puede compensarse con créditos del IUE (Impuesto sobre las Utilidades de las Empresas) pagados durante el año. Cuando pagas el IUE al cierre del ejercicio, el IT pagado durante el año sirve como crédito anticipado. Esto significa que no pagas ambos en realidad — pero debes pagar el IT mensualmente y conciliar al cierre del año.
El IVA del 13% aplica a la mayoría de los servicios en Bolivia, incluyendo honorarios de consultoría profesional. Al igual que con los bienes, el 13% ya está incluido en el monto que cobras, no se agrega encima.
Esto significa que si cotizas Bs. 10.000 a un cliente por un proyecto, el IVA ya está dentro de esa cifra:
Declaras los Bs. 1.150 de IVA en tu Formulario 200 mensual, compensado con el crédito fiscal IVA de tus propias compras (suministros de oficina, suscripciones de software, subcontratistas que te facturaron).
Cada factura que recibes de un proveedor — tu contador, tu software en la nube, tu coworking — genera crédito IVA que puedes compensar contra el IVA que cobras a tus clientes. Guarda todas las facturas de todos tus proveedores. Para una consultora liviana, esto puede reducir significativamente tu obligación neta de IVA.
Una factura SFE correctamente estructurada para un encargo de consultoría debe incluir:
Las reglas tributarias de Bolivia exigen que factures en el momento en que se presta el servicio o se genera la obligación de pago — no cuando quieras, ni retroactivamente al cierre del año. Para las consultoras, esto plantea una pregunta práctica: ¿cuándo exactamente se "presta" un servicio?
Incorpora tu calendario de facturación en los contratos de encargo. Establece explícitamente: "Factura emitida el día 1 de cada mes por servicios de retención" o "Factura emitida dentro de los 5 días hábiles de la aprobación del hito." Esto te protege legalmente y hace predecibles tus obligaciones tributarias.
