Year-End Tax Checklist for Bolivian SMEs: Close the Fiscal Year Without Surprises

December and January are the most consequential months for any Bolivian business. Miss a step in the year-end close and you'll face penalties, interest, or an incorrect IUE bill. Here's a complete checklist — everything your business must do before and after December 31.

Bolivia's Fiscal Year & Key Deadlines

Bolivia's fiscal year runs January 1 to December 31 for most businesses (with some exceptions for agricultural and certain other industries). The key annual obligations that flow from year-end are:

Dec 31
Books close · Inventory count · Asset valuation
Apr 30
IUE annual return deadline (Form 500)
20th
Monthly IT & IVA declarations due each month throughout the year

Missing the April 30 IUE deadline triggers automatic late fees of UFV-indexed interest, which compounds quickly. Build your year-end closing timeline backward from that date — your accountant typically needs January through March to prepare the annual financial statements and IUE calculation.

December Checklist: Before Year-End

The work of year-end closing actually begins in November and December — not in April when the return is due. Here's what to complete before December 31:

📦 Inventory

  • Conduct a full physical inventory count of all stock on hand
  • Reconcile physical count against your system records — document all discrepancies
  • Write off damaged, expired, or unsellable stock (with documentation)
  • Value inventory using your consistent cost method (FIFO, average cost, etc.)

🧾 Invoices & Documents

  • Ensure all December sales are invoiced and submitted to the SFE system before midnight Dec 31
  • Collect any outstanding supplier invoices for December purchases
  • Reconcile your SFE invoice register against your accounting records
  • File all December supplier invoices for IVA credit documentation

🏢 Fixed Assets

  • Update your fixed asset register with any acquisitions or disposals during the year
  • Calculate depreciation for the full year on all assets
  • Document any new assets purchased in December (you'll need the invoices)

💰 Cash & Bank

  • Reconcile all bank accounts to December 31 statements
  • Document any cash on hand as of December 31
  • Record any end-of-year loans, advances, or intercompany transfers

IUE: Calculating Your Annual Profit Tax

The Impuesto sobre las Utilidades de las Empresas (IUE) is Bolivia's corporate profit tax, levied at 25% on net taxable income. It's the largest annual tax obligation for most SMEs, and the calculation is more nuanced than it appears.

IUE = (Gross Revenue − Deductible Expenses) × 25%
Key deductibles: Cost of goods sold · Salaries & social security · Depreciation · Deductible operating expenses · IT paid during the year (as IUE prepayment credit)

The critical nuance: IT payments made throughout the year are treated as advance payments against your IUE obligation. This means your actual IUE payment at year-end is reduced by all the IT you've already paid. If your IT payments exceed the IUE calculated, you don't get a refund — but you pay zero additional IUE for that year.

💡 Maximize Your Deductions

Many SMEs overpay IUE by missing legitimate deductions. Make sure your accountant includes: all supplier invoices received during the year (not just ones you remember), depreciation on all fixed assets, contributions to AFP for all employees, and any deductible losses from asset write-offs. A thorough expense review before filing can meaningfully reduce your bill.

IT vs IUE: The Annual Offset Explained

Bolivia has two overlapping taxes that confuse many SME owners: IT (monthly, 3% of gross revenue) and IUE (annual, 25% of net profit). They are not cumulative — IT is effectively a prepayment of IUE.

✅ Practical Implication

Businesses with thin profit margins often find their IT payments equal or exceed their IUE — meaning they owe zero at year-end. This is one reason why keeping accurate monthly IT records matters so much: every boliviano of IT you can document reduces your April payment.

January Tasks: After the Books Close

Once December 31 passes, the clock starts on your final obligations. Here's what must happen in the first quarter of the new year:

⚠️ Don't Wait Until April

The April 30 IUE deadline creates a false sense of time. In practice, accountants serving multiple clients are fully booked by March. If you hand your accountant disorganized records in late March, your return may be filed late — and late IUE filings carry penalties regardless of whether you owe additional tax.

IUE = (Ingresos Brutos − Gastos Deducibles) × 25%

IT vs IUE: La Compensación Anual Explicada

⚠️ No Esperes Hasta Abril
